The procurement falls outside the scope of application of the Directive
Explanation
Following the end of the NSV contract with Matrix Healthcare Services UK Ltd in July 2019 South Tyneside CCG put in place a procurement process to be able to continue an NSV service for our residents.
An initial (February 2020) and subsequent (May 2021) procurement resulted in no bids being received.
As a result of the above options the incumbent provider was approached to determine whether they would be willing to accept a long-term contract to deliver this service. This was declined by the Provider.
Following lack of interest from potential providers South Tyneside CCG initiated direct discussions with a provider who was already delivering this service within the region. This has created a viable option for service provision and to the decision to award the above contract.
