Description of the contract
The Welsh Government wishes to commission an ex post scoping exercise to assist in the preparation for the programme's full ex post evaluation in 2024. The overarching aim of the ex post scoping exercise is to ensure that the groundwork has been lain so that the full ex post evaluation in 2024 can be conducted as efficiently and robustly as possible.
The aim of the full ex post evaluation of the RDP is to assess for each of the six Priorities the following:
• Has activity delivered under the Priority achieved its aims and objectives?
• Have the Programme indicators been achieved?
• Have the Cross Cutting Themes / objectives been met?
• What has been the socioeconomic impact and added value of the RDP in Wales?
• The contribution to Welsh, national and EU (Lisbon and Gothenburg) policy aims and objectives.
• Whether there have been any unintended consequences of the Programmes (positive or negative).
• Were the recommendations of the 2007-2013 ex post evaluation acted upon?
• What factors were associated with any successes or failures in the Programmes. These factors could include the design of the Programmes, the administration of the Programme, activities of project sponsors, or external factors such as policy changes or changes in the economy.
As such, the aim of the ex post scoping exercise will be to prepare the RDP evidence base so that the full ex post evaluation is able to meet the objectives outlined above.
