Shropshire Council wishes to appoint a main contractor to construct the Shrewsbury North West Relief Road (“NWRR Project”). This will provide a new, single carriageway road linking the northern and western parts of Shrewsbury. It will include a new bridge over the River Severn and its flood plain, a new bridge over the Shrewsbury-Chester railway line and will connect the A5 at Welshpool Road roundabout in the west to the Ellesmere Road roundabout in the north.

II.2.4) Description of the procurement
Shropshire Council seeks to conduct a competitive process to procure a main contractor to enable the development of the NWRR, a 6.9 kilometre, single carriageway with an adjacent combined footway and cycleway.
Shropshire Council intends to appoint a main contractor following a competitive procedure with negotiation under regulation 29 of The Public Contract Regulations 2015. Shropshire Council intends to invite 4 (four) Candidates to tender who have passed all “pass / fail” questions, have not been excluded for scoring 0 (zero) marks [unacceptable] in respect of 1 (one), or more of the scored questions and have the highest weighted scores. All other Candidates will be excluded from the process. In the event fewer than 4 (four) Candidates submit a PQQ response then all Candidates who have submitted a response will be invited to submit a tender subject to each remaining Candidate: (1) passing all “pass / fail” questions; and (2) not being excluded from the selection process by Shropshire Council as a result of scoring 0 (zero) marks [unacceptable] in respect of 1 (one), or more of the scored questions.
Shropshire Council reserves the right to appoint the contractor on the basis of initial tenders submitted in response to the Invitation to Submit Initial Tender (“ISIT”), but may elect to proceed to a negotiation period in its absolute discretion. If Shropshire Council elects to proceed, the aim of any negotiation period will be to enable Shropshire Council to negotiate with each tenderer their initial tender (and, if applicable, any revised tenders submitted by them in response to Shropshire Council’s request except for the final tender) to improve its content.
