Abstract

Hampshire County Council were seeking to commission an independent provider to work with our operational, business, Transformation and Portfolio teams to support delivery of the defined priorities. Our aim is to work with an external organisation who can work collaboratively with us and provide specialist input where required as well as collaborative programme leadership. The aim of which is to meet the objectives, outcomes and benefits of the opportunities detailed above through more structured work programmes that are developed or in development.

The programme will be delivered through a blended model of external expertise and specialist resource working alongside our in-house Transformation Team supporting workstream leads (Heads of Service) to successfully deliver the programme.

The programme will be underpinned by building strong relationships, working in the spirit of partnership and collaboration, with the Provider forming an integral part of our planning and delivery and reporting through our governance and decision-making structures.

Responsibility for the final delivery of this programme sits with Adults' Health and Care and its personnel will have responsibility to lead the execution of this work with our provider supplying key specialist input to support that task.

However, external specialist support will be expected to take joint ownership of the programme as a whole and the particular elements worked on to ensure delivery is ensured, on time and as planned.

This procurement was run as a Call-Off under Lot 3 of Crown Commercial Services Management Consultancy Framework 3 (MCF3). All suppliers on Lot 3 were invited to bid for this opportunity.

Hampshire's Adult Health and Care challenges reflect the national picture for upper-tier local authorities in the context of continued reduction of funding and increasing demand and complexity of our client groups.

To meet the financial challenges, the Council sets out bi-annual strategic savings programmes. The Directorate are in the process of delivering the SP23 (2021-23) savings while commencing planning for SP25.

Overall, the SP25 savings for the Directorate are £47m of which £14.1m relates to Older Adults Savings.

Due to the challenges faced in older adult social care, the Director of Adult Health and Care gained support from both the Chief Executive and Section 151 Officer to commission an external review and diagnostic to identify Older Adults Savings opportunities, followed by a further phase to support delivery of the savings priorities that will meet the gap in the 2025/26 budget (SP25).

Our two formative objectives are:

- Reduction in volume and types of care - Operational Teams - reduce demand, more efficient, more effective, reduction of volume of services being commissioned.

- Reduction in cost of care - Commissioning and Brokerage - containing and reducing price, optimising in house and commissioned services, right service/right time.

To ensure these objectives were met, Hampshire County Council sought external support to aid in delivery.
