II.2.4) Description of the procurement
Local Authorities are responsible for commissioning substance use treatment services as part of their public health responsibilities.Bristol City Council (BCC) commissions a range of inpatient and community substance use early engagement, treatment, and support services, currently provided by Recovery Orientated Alcohol and Drugs Service (ROADS), and a targeted youth service.
Our current services have been in place since 2018 and will be replaced by newly commissioned services in March 2025.
Our vision is to recommission a specialist alcohol and other drug early intervention, treatment and recovery system for children, young people, and adults which is person centred, preventative, inclusive, innovative, and aspirational.
Following public consultation we are now commissioning a single strategic partner provider, or a single lead provider of a consortia approach. This is to provide clear leadership and accountability that promotes effective collaboration different elements of the service. The provider will ensure an easily recognisable, and navigable treatment system.
The strategic partner will need to demonstrate they understand the diversity of the Bristol population and provide inclusion in service delivery with a workforce that is representative of the Bristol population, as well as a person-centred and holistic approach that is evidenced based, and trauma informed.
