Abstract

Flintshire County Council are posting this notice to ascertain the level of interest in the market to provide this service with a view to a possible full tender exercise in the future. Flintshire County Council seeks to procure the services of a provider for the purposes of providing floating support for older people who have housing related support needs. It is anticipated that the service delivered will provide support to older people who are over the age of 50. Clients must live in their own homes this can be in a house that they or their partner own outright, mortgage, rent privately or social housing. The provider will have a duty to assess the older people and whether the client is vulnerable due to having experienced (or be beginning to experience) difficulty with continuing to live in their home on either a practical, financial or emotional level. It is then expected that support will be delivered in a manner that promotes independence and enables older people to gain or retain their self-reliance, sustain their accommodation, and remain living as independently as possible in the community. The project will ensure that they will reduce homelessness or threats of homelessness in over 50’s. Ensuring that clients are able to afford their rent and are able to maintain their tenure. The service will provide short term support, this support will take place predominantly face to face. This is important so all support needs are met. The service will ensure that older people gain support and continue to live independently, this will reduce pressure on social services. As well as practical support the provider may also signpost to other services. The provider must have a good knowledge of what services are available in Flintshire for older people, how to refer to these services and the criteria for these services. A good relationship will already need to be in place with extra services in Flintshire such as cleaning and shopping services, befriending services, advocate services and health services (eg. Toe nail cutting). This is currently already a commissioned service and TUPE would apply for any new service.
