Salford City Council intends to award this contract an existing provider following direct award process C under the Provider Selection Regime.

The contract will provide the delivery of speech and language therapy, occupational and paediatric therapy and audiology services for children and young people with special educational needs and disability (SEND) across Salford commencing on 1 April 2024 and end on 31 March 2026, with a lifetime value of £1,041,905.

For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by Tuesday 26 March 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Representation regarding this award should be sent to procurement@salford.gov.uk

The award decision was made by the Salford City Mayor, following consideration by members of the Council's Procurement Board. Declaration of any conflict of interest were sought at the Procurement board meeting and the were no declarations of interest.

The key criteria, which were not unequally weighted, were assessed and considered and in the following order, which was aimed at developing an integrated service model that ensures services were accessible and met the needs of Children with SEND: Integration, Collaboration and Service Sustainability, Improving access, reducing health inequalities and facilitating choice, Value, Quality and Innovation, and Social Value

The provider is deemed to have satisfied the requirements of the current contract, and to be likely to satisfy the requirement of the future contract in respect of: Integration, Collaboration and Service Sustainability – the service will be commissioned separately with operational contract management carried out jointly with GM ICB commissioners utilising a joint specification and workforce in line with the requirements of the Children and Families (2014, s25) Act requires Health and local authorities to have joint commissioning arrangements in place for children with SEND; Improving access, reducing health inequalities and facilitating choice - The provider will work with children and families as required, including at community contact points, in a collaborative way to deliver therapy packages that meet the individual child’s needs; Value – The provider is assessed to provide good value to the Council with specific to the current economies of scale associated with the integration of services (with GM ICB commissioned services) and the joint operational contract management; Quality and Innovation - The provider is assessed to be able to have the resources and capacity to deliver the Paediatric Occupational Therapy (OT) and Physiotherapy service, Speech and Language Therapy Service (SaLT) and Audiology Service Specification to the high standard over the contract period and the service offer will be enhanced to support Early Language and Home Learning Environment, transforming existing partnerships with 0-19 Health, SLCN, and the Early Help Service alongside integrated delivery pathways to deliver a renewed multi-agency approach to the universal 18-month child assessment; and Social Value - The provider has made pledges to the “Social Value for Salford Alliance” including commitments to greener travel and opportunities for more local people from vulnerable groups accessing new jobs, apprenticeships, training and work experience placements and the Council will work with the provider to identify opportunities for developing these commitments.
