Abstract

The City of Edinburgh Council established a flexible purchasing system for temporary accommodation in March 2022. This was a long-term opportunity with the aim to increase Edinburgh’s capacity for temporary accommodation.

The Council require accommodation and associated services which are tailored to resident’s needs, can adapt by flexing capacity whilst having a focus on value for money and allows continued change and improvement.

The Council are re-opening applications to the flexible purchasing system for Category 2 - Temporary Accommodation with Residential Support, specifically: Category 2a – Supported Lodgings, and

Category 2C – Homeless Accommodation with Support.

The Council will be using the PCS-Tender online portal to run and manage the opportunity, and as such strongly encourage interested potential providers to attend training on the operation of the purchasing system and PCS-T.

In May 2023 - 7 organisations were awarded a place on Category 2 of the City of Edinburgh Council's Temporary Accommodation Flexible Procurement System CT0627.

Category 2 covers 'Temporary Accommodation with Residential Support', covering services including Supported Lodgings, Shared House inclusive of Support, and Homeless Accommodation with Support.

Contract is being operated as a Flexible Purchasing System under the Light Touch Regime and therefore will have a term of 10 years. The Framework commenced on March 2022. Admittance onto the Framework itself offers no guarantee of work.

It is a mandatory requirement of this Contract/Framework Agreement that a prompt payment clause is present in all Contracts used in the delivery of the requirements. This ensures payment of sub-contractors at all stages of the supply chain within 30 days and includes an obligation to provide a point of contact for sub-contractors to refer to in the case of payment difficulties. This will require active monitoring of payment performance as well as the provision of evidence and reports to the Council on request or as contractually scheduled.
