Procurement undertaken under PSR.
The “Tier 2 In-Person Weight Management Service”, commissioned by the Public Health and Wellbeing Division in South Gloucestershire Council (the Council), will provide an evidence-based intervention to families with children aged 5-17 years and adults aged 18 and over, who are above a healthy weight, with the aim of reducing the risk of poor health outcomes and to reduce health inequalities.
Intending to award the contract to an existing provider following Direct Award Process C. The approximate lifetime value of the contract is £80,000. The contract start date is 4th April 2024 on an initial 12 month term with the option to extend for a further 12 months.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 3rd April 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Relative Importance of the Key Criteria:
Quality and Innovation (20%) - We have worked with the provider for the provision of these services previously and they have shown good performance and worked with us to innovate services by piloting alternative models of delivery due to their ability to work in a flexible manner.
Value (30%) - The service provider has been able to demonstrate good value for money at a competitive rate which is supported by their already established and appropriate infrastructure to deliver this service.
Integration, Collaboration and Service Sustainability (20%) - This service is integrated into South Gloucestershire's life course healthy weight pathway which aims to keep people well in the community. The provider works closely with other local services within the healthy weight pathway, such as, primary care and tier 3 services, to ensure people access the most appropriate support at the right time.
Improving access, reducing health inequalities and facilitating choice (20%) - As a result of working with this provider we have been able to improve access and increase opportunities into healthy weight support and leisure facilities, as well as targeting provision at higher risk population groups.
Social Value - (10%) - The service provider is a well-established community asset and has the capabilities of delivering additional healthy lifestyles and wellbeing services in partnership with the Council and the wider health system.
