II.2.4) Description of the procurement

As part of the Government’s long-term plan to provide the NHS with the facilities it needs for the future, the New Hospital Programme represents the biggest hospital building programme in a generation and will deliver brand new, state-of-the-art facilities to ensure world-class provision of healthcare for NHS patients and hospital staff across England. The New Hospital Programme, which is being delivered as a joint venture between the Department for Health and Social Care (DHSC) and NHS England (NHSE), represents an investment of over £20 billion in health infrastructure. NHP will act as a trailblazer for Government procurement, with a focus on implementing the principles of the Construction Playbook and implementing the UK’s ambitious net zero target.<br/><br/>The New Hospital Programme needs to be able to deliver new hospitals concurrently, and to do so needs to change from the traditional approach to a national programme approach. The NHP’s programmatic approach will deliver hospitals as efficiently and effectively as possible, while recognising the individual needs and circumstances of each hospital scheme. <br/><br/>46 new hospitals will be delivered by the New Hospital Programme with all but nine due to be complete by 2030-31 and the Programme’s transformation of the way that hospitals are developed, designed, constructed, and commissioned will build an enduring capability to continue to deliver new generation hospital facilities way beyond the initial first phase.<br/><br/>Progress is already underway with four hospitals already open to patients and four more hospitals expected to open by the end of the next financial year. Furthermore, 18 hospitals are in construction, or either have early construction activity underway or already completed to prepare sites. The NHP is working closely with the remaining schemes to develop their plans. <br/><br/>Based on clinical and digital transformation, the NHP is developing a set of technical standards, design, process and rules which will be known as Hospital 2.0. (H2.0) which will evolve and mature over time. H2.0 is a standardised design for future hospitals which will benefit patients and staff through digital solutions and optimised hospital layout. More developed schemes such as those already in construction will apply principles of H2.0, whilst schemes in an earlier stage of development that are still developing their plans will more fully adopt Hospital 2.0 components into their designs.<br/><br/>NHP’s approach to building new hospitals will transform the way we deliver healthcare infrastructure for the NHS. The programmatic approach will facilitate continual improvement and adapt in response to lessons learned from earlier schemes. <br/>As part of the delivery of these new hospitals, NHS Trusts, with support of the central programme team, will be incorporating best practice design certified with input from the UK's best qualified healthcare professionals to ensure the highest quality standards; with particular focus in areas such as improved patient flow, digitisation of services and clinical requirements. Please note that this is not a call for competition. Participation or non-participation in the New Hospital programme of market engagement will not influence the selection and/or award decision forming part of any future procurement process. <br/><br/>How to register to participate in the New Hospital programme of market engagement<br/><br/>The New Hospital Programme invites responses to the questionnaire available at: https://www.smartsurvey.co.uk/s/NHP-PIN/<br/>Completion of the questionnaire will inform future NHP market engagement activity and will act as the respondent’s registration of their interest to participate in relevant market engagement activities.
