Wychavon District Council is looking for a provider to deliver the Promoting Independent Living (PIL) services. The PIL Service (“the Service”) is local branding to describe a Home Improvement Agency service operating across the county of Worcestershire.
The service is being jointly procured by a partnership of six District and Borough and City Councils (‘Districts’) and Worcestershire County Council as set out below;

• Wyre Forest District Council

Together these partners shall be referred to as the “Partnership” with Wychavon District Council appointed to act as the procurement lead for this contract.
General Requirements of the Service The Worcestershire PIL service will operate by providing a range of service options to support the improvement of the health and wellbeing of the local population with the aim of adaptations being used to restore the use of the home so that people can regain or retain their independence and carry on living in the community. This will be achieved with service elements supporting the Partnership in a flexible way to provide positive outcomes for people:

The Councils have made the decision to abandon the Procurement for the following reasons:
The audit trail in respect of the evaluation and moderation does not capture sufficient detail for the reasons for the scores awarded.
The implications of the devolution of power (as set out in the English Devolution White Paper published on 16 December 2024) for each of the Councils involved in the Procurement are currently unclear and it is necessary to consider the delivery of these services in light of this development.
It would be pertinent for the Councils to take the opportunity to consider the tender and contract requirements to ensure that the service meets the Councils’ needs whilst also being affordable and obtaining value for money.
The Councils are currently considering the position in respect of delivery of the services and will notify the market of their intentions in due course.
