London Borough of Haringey ("the Council") invites tenders from suitably experienced and qualified providers to deliver the provision Domestic Abuse and Violence Against Women and Girls Support Services.

The Domestic Abuse and VAWG support services is divided into 7 specialised lots, encompassing refuge accommodation, community-based services, specialist provision for ethnically minoritised, and LGBTQ+ communities, support for children and young people, Multi-Agency Risk Assessment Conference coordination, and support for GP practices through Identification and Referral to Improve Safety.

Length of the Contract - Each contract shall be awarded for a period of six (6) years with an anticipated commencement date of 1st July 2025. However, without prejudice to any other rights the Council may have under the contract, the Council reserves the right to terminate the contract prior to its expiration under any of the following circumstances:

• A reduction or cessation of funding; or

• Changes in demand; or

• Unsatisfactory performance by the provider

The Council considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs) and/or Voluntary, Community and Social Enterprises (VCSEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

Commissioners are open to accepting offers from a consortium of providers or a lead provider with sub-contracts as well as individual organisations

The council is seeking to commission a generalist advocacy and support service for all women aged over 16 experiencing gender-based abuse including but not limited to domestic abuse.

This service will work across all risk levels and deliver support which will include but may not be limited to:

• IDVA for victim/survivors at medium to high risk

• Floating support for victim/survivors at standard risk

The service will be delivered in the London Borough of Haringey, and each IDVA/caseworker will hold a case load of 15-20 per quarter, or 60-80 per year as per the SaveLives recommendation.

The service will be required, at minimum, to provide specialist casework for 180 victim/survivors per annum.

Victim/survivors will be supported for an average period of 6 months, based on individual need. Victim/survivors engaged with the criminal courts and/or family courts will be supported for longer and level of support will vary throughout this process.

The council is seeking to commission a MARAC coordination and training service to securely convene and coordinate all aspects of the MARAC within the London Borough of Haringey.

The service will coordinate the Haringey MARAC to ensure victim/survivors and their children are supported to keep safe and improve outcomes for all victim/survivors, but in particular:

• Victim/survivors of harmful practices

• Repeat referrals where there is little to no engagement with support services

• Young victim/survivors

• Disabled victim/survivors

• Ad hoc closed MARACs e.g., local professionals, LADO

The service will coordinate and convene 17 MARACs in Haringey per annum on a 3-weekly basis plus emergency MARACs when needed.

II.2.4) Description of the procurement

The council is seeking to commission a schools and community-based education and intervention service for children and young people of all genders who are experiencing, or at risk of, gender-based abuse.

This service will educate children and young people about healthy relationships, encourage healthy attitudes in relation to gender, and support the prevention of domestic, and gender-based, abuse in Haringey.

This will be achieved through a range of different activities including but not limited to:

• Intervention work for young people of all genders aged 11 - 20 such as through an Child IDVA (CIDVA)

• Evidence based and age/development-appropriate education programmes for primary and secondary aged children

• Specialist domestic abuse-related advice to inform the planning, design and delivery of the Relationship and Sex Education (RSE) agenda/curriculum in schools

• Training and support for teachers and parents
