Abstract

The purpose of this PIN is to inform the market of potential opportunities for the provision of certain services to the Ministry of Justice (MoJ) and HM Courts and Tribunals Service (HMCTS) and their intention to engage with potential suppliers potentially through a request for information and market engagement event.

HMCTS is an agency of the MoJ and is responsible for the administration of criminal, civil and family courts in England and Wales as well as certain tribunals across the United Kingdom.

HMCTS is carrying out preliminary market engagement to help determine the design for the future provision to replace its current Scheduling & Listing software application (S&L) with associated maintenance, support and development.

S&L is a business critical software application, which enables key personnel to interact with the system and set up court sessions (Scheduling) and book hearings into them (Listing), taking account of key data and management information to drive efficiency and effectiveness.

The service supports the efficient conduct of hearings, the prompt progression of cases, and maximising the utilisation of the HMCTS estate.

MoJ anticipates procuring services to deliver the S&L service. Further details can be found below in section II.2.4 Description of the procurement.

II.2.4) Description of the procurement

As stated in II.1.4 above, MoJ is in the process of defining its design for a replacement of S&L before securing all appropriate approvals to reprocure a replacement to the current contract. The application is currently supplied by ReadyTech and is a known internally as ListAssist. It is a Commercial Off The Shelf (COTS) product which has been customised to meet the requirements of HMCTS and has been in operation since 2020.

As set out above, MoJ is via this notice informing the market of potential prospective opportunities for the replacement S&L service.

MoJ is asking interested parties to register their interest at ccmd-dandtsupplierinbox@justice.gov.uk to obtain further information as part of preliminary market engagement which will help MoJ to develop its future design.

The current S&L application holds information about resources available to the courts, such as the size of rooms, what equipment is available and whether they are accessible, and data on the availability and specialisms of Judicial Office Holders (JoHs). This allows Judges to be assigned to the right cases, and they can see their schedules within the application or in their online calendars. Currently the application is used across approximately 300 courts and processes over 600,000 hearings per year.

The current S&L application is also integrated with the Civil, Family and Tribunals (CFT) Reform case and hearing management applications, allowing operational staff and Judges to request, view and amend hearings, book video hearings and send lists for publication on the internet by the Court and Tribunal Hearings service.

An indication of what we may require is as follows:

MoJ is seeking to replace the current S&L service by July 2028. The Project timelines currently state that the replacement will need to be available by no later than July 2027 to allow for transition from the current S&L application.

MoJ is seeking to replicate the scope of the existing BAU capability while looking for opportunities to make improvements. A high level of the scope is as follows:

High level functional scope of the S&L digital product is to deliver:

• The setting up and management of sessions (Scheduling)

• The setting up and management of hearings (Listing)

• Resource Management to support scheduling and listing

• The provision of consistent data / MI on court utilisation and other metrics to enable better planning.

High level scope across jurisdictions will cover the following:

• Civil courts

• Family courts

o The largest and most resource intensive Tribunals, such as Social Security the Child Support (SSCS), the Immigration and Asylum Chamber (IAC) and Employment Tribunals

Indicative Timescales

Below are an outline of the indicative milestones for the procurement (should HMCTS decide to proceed). These dates are subject to change and are based on a number of assumptions.

Invitation To Tender issued November 2025

Approval of preferred supplier September 2026

S&L product enters service August 2027

Transition between existing and new products August 2027 – July 2028

This notice relates to a market engagement opportunity and is not a call for competition or an invitation to take part in pre-qualification proceedings. We reserve the right to supplement and vary the conduct of the market engagement process. Where we do this, we will act transparently and treat all suppliers who have expressed an interest equally. This PIN does not constitute a commitment by MoJ to undertake any market engagement events or procurement exercises. MoJ reserves its rights as to the procurement route used. If a suitable framework is identified, MoJ might decide to use that route. Should a suitable framework not be identified, MoJ anticipates using a competitive tendering procedure under the Procurement Act 2023. The estimated date in II.3 is indicative only and subject to change.

Organisations will not be prejudiced by any response to this PIN, or failure to respond.
