Abstract

The purpose of this PIN is to invite expressions of interest to participate in the market engagement exercise. The aim of this market engagement stage is to share the ABP Humber region 2025 / 2026 infrastructure procurement pipeline and engage further with the market to gather feedback and understand market capability and capacity to support our ambitions, explore delivery options and strategies, and identify commercial and procurement approaches that would best facilitate meeting value and programme objectives. Approaches to sustainability and social value objectives will be encompassed. The process is primarily aimed at contractors, and supply chain with relevant experience of civil infrastructure projects, building projects and minor civil works and maintenance frameworks. We are particularly interested in the following scope of supply: Bulk warehousing, Large scale vehicle parking facilities and heavy duty paving , Minor civil works frameworks.

II.2.4) Description of the procurement

Associated British Ports (ABP) is the UK’s largest ports group providing essential gateways across the UK to keep Britain trading and enabling the green infrastructure essential for the UK’s energy transition. The Humber region ports, including Immingham, Grimsby, Hull, and Goole, handle a trade value of approximately £75 billion, supporting sectors such as energy, vehicles, containers, bulk cargo, liquid cargo, and forest products. Overall, Humber ports support around 34,000 jobs.ABP have exciting plans to invest in transformational change across the Humber region. These investments will support both existing and new customers by enhancing their business operations with new and upgraded industrial facilities, parking terminals, marine infrastructure upgrades to handle increased cargo volume and loading. Additionally further investment will protect the environment, provide infrastructure essential for the transition to green energy and maintenance solutions for operations. Our ambitious plans for the ports offer substantial opportunities in the region. We aim to collaborate with our partners and a broad supply chain to create a world-class facility while maintaining sustainable goals and driving technical innovation. We plan to engage with the market to share details of these opportunities and gather feedback on procurement, contract strategy, buildability, sustainability, and social value.Our initial market engagement day will focus on bulk warehousing, industrial units, civil works including extensive parking, industrial bulk mechanical handling equipment, industrial refurbishment, and marine quay upgrades. Additionally, we will cover requirements for minor civil works and a reactive maintenance framework.We invite the market to join us for this event and contribute your experience and any innovative insights to these outline scope requirements. Insights and feedback gathered from the early engagement will inform the final procurement strategy.The process is primarily aimed at contractors, and supply chain with relevant experience of civil infrastructure projects, building projects and minor civil works and maintenance frameworks. We are particularly interested in the following scope of supply: o Bulk warehousingo Large scale vehicle parking facilities and heavy duty paving o Quay wall strengtheningo Industrial refurbishment and heavy duty concrete slabs o Minor civil works frameworks o Reactive maintenance frameworks. o Line markingEstimated value – The Indicative value of the 2025 project pipeline £70m, with a further estimated £120m in 2026. Projects range in value from £2.5 - £60m with the minor civils works and reactive maintenance framework estimated value £16m. The market engagement exercise will be carried out in a single phase. A market engagement event will be held for ABP to share the pipeline and high-level requirements. The event will include an open Q&A session and the opportunity to have one-to-one discussions with the ABP Team. Following this further data will be captured via questionnaires. Following the market engagement exercise, ABP will consider the outcomes. If a decision is made to proceed, a procurement strategy will be developed in accordance with the Procurement Act 2023. A compliant procedure will be undertaken to appoint suitably qualified supplier/s for the design and delivery .
