The London Borough of Hillingdon is seeking a local Healthwatch Services Provider and welcomes qualified and experienced providers to tender.
The successful provider will be awarded a Contract for an initial term of 5 years extendable subject to applicable contractual terms and service review for a period of 3 years, giving a total of 8 years (the Term). The values of this notice include the optional extension period too.
The Service Provider will be responsible for ensuring delivery of the eight statutory functions for the local Healthwatch as prescribed under section 221 of the Local Government and Public Involvement in Health Act, 2007, as amended by the Health and Social Care Act, 2012 and the Health and Care Act, 2022. The statutory functions will apply to all population groups in Hillingdon, including children, young people, adults and carers.
It is a legal requirement under section 222 of the Local Government and Public Involvement in Health Act, 2007, that the local Healthwatch provider must be made with a body corporate which is a social enterprise. A body will be a social enterprise if it acts for the benefit of the community and it satisfies such criteria as may be prescribed by regulations made by the Secretary of State.

II.2.4) Description of the procurement

The Council is frontloading the budget and paying £150,000 in Year 1 and £122,000 in Years 2 to 5. The value of the budget will be frozen for Years 2 and 3. The frontloading to support mobilisation is related to TUPE costs and the Council reserves the right to align the Year 1 budget to that of subsequent years in the event that staff do not exercise their TUPE rights. Where this happens the annual value of the contract will be frozen for Years 1 and 2.
