This Contract is for the provision of 24 hour residential and / or nursing care services (the Services).
The Services shall be delivered with the aim of promoting person-centred care and quality of life for Service Users. The Services shall ensure Service Users retain and enjoy maximum independence compatible with such limitations as may be imposed on them by reason of any physical, learning and/or sensory impairment. In particular, Service Users shall receive skilled and sensitive support whilst at the same time maintaining and developing abilities, skills and motivation. The Services will at all times adhere to CQC registration requirements.
The Contract will operate as an Open Select List which providers will be appointed to and the subsequent delivery of any Services will be supplemented by separate, Individual Placement Agreements

Section III: Legal, economic, financial and technical information
III.1) Conditions for participation
III.1.4) Objective rules and criteria for participation
The OSL lots relate to the location from which the Bidder is intending to deliver the Services from (i.e. the residential care / nursing home in question).
The seven (7) OSLs will be structured as seven (7) separate lot opportunities as follows:
• OSL 1 - Derwentside (Lot 1);
• OSL 2 - Chester le Street (Lot 2);
• OSL 3 - Wear Valley (Lot 3);
• OSL 4 - Durham (Lot 4);
• OSL 5 - Easington (Lot 5);
• OSL 6 - Teesdale (Lot 6); and
• OSL 7 - Sedgefield (Lot 7).
Please note that Bids can only be made in respect of Homes that are constructed, fully operational and CQC registered at the point of Bid submission. The Council will reject any Home or Homes that do not meet any one of these requirements. If multiple Homes are included with any particular Bid, and any one or more of such Homes do not meet any of these requirements, the Council may at its sole discretion accept any of the compliant Homes contained in the Bid into the relevant Lot(s) subject to the Bidder and Bid satisfying the (remaining) requirements in the ITT and ITT Response Document without excluding the entire Bid to the extent that, in the reasonable opinion of the Council, doing so does not affect the delivery of Services for those remaining compliant Homes.
