The Council is seeking applications from providers who wish to join the Community Opportunities: Flexible Purchasing System (FPS). The intention is to appoint a range of providers with the capability and capacity to deliver Community Opportunities.
The Learning Disability/Autism - Community Opportunities is accessed by adults requiring specialist support and who have long term health conditions and/or complex needs (including complex behavioural needs). This could include learning disabilities, sensory impairment, autistic spectrum disorders, multiple physical disability, epilepsy, dementia, and additional mental ill health. Individuals with acquired brain injury may where appropriate be referred to the service. The service promotes people to use community opportunity services as a transition to independent living / independence and to operate with a preventative focus.
The initial duration of the model is 5 years but may run beyond this term if it continues to be fit for purpose.

II.2.4) Description of the procurement
This will be a service for people with a range of needs. This may include, learning disabilities, sensory impairment, autistic spectrum disorders, multiple physical disability, epilepsy, dementia and additional mental ill health. Individuals with acquired brain injury may where appropriate be referred to the service.
These services will support people to increase their employability and independence skills whilst accessing community groups to expand their social circles and potentially their network of support.
The aim is that the support will be provided for up to six months to support and increase the persons confidence to access their community and beyond. The intention would be to reduce the reliance on paid support, and this could also become part of the Adult Social Care Prevention Team offer when someone approaches the Council for support.

This Lot includes an ambition to develop the market and explore innovative offers to provide support for Carers to continue in their caring role, by providing evening and overnight opportunities for the people they care for. The overarching aim is to develop additional innovative offers to increase the choice and type of respite available in Rotherham to Carers and those they care for.

Precise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the Contract is communicated to tenderers. Applicants who are unsuccessful shall be informed by the Contracting Authority as soon as possible after the decision has been made as to the reasons why the applicant was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, the Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the Contracting Authority to amend any document and may award damages. If the Contract has been entered into, the Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the Contracting Authority to pay a fine, and/or order that the duration of the Contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
