II.2.4) Description of the procurement
NHS Lincolnshire Integrated Care Board invited suitably qualified and experienced providers to deliver Residential and Nursing Care Home Services for individuals eligible for NHS continuing Healthcare by responding to an accreditation process. The service will provide residential and/or nursing care for people assessed as eligible for NHS Continuing Healthcare, with long term care needs and terminal conditions. This includes enabling people to achieve the best possible quality of life, adopting a holistic and person-centred approach to care which is integrated seamlessly with all health services.<br/><br/>The Provider Selection Regime (PSR) Competitive Process is being utilised to facilitate an accreditation process to enable the award of contracts to suitably qualified providers, that meet the requirements of the accreditation process, to deliver the Service. The process is similar in principle to the Any Qualified Provider (AQP) process that was described under previous procurement legislation. Contracts are awarded on a zero-value basis and do not commit any activity or payment to the contracted provider.<br/><br/>As a result of this Accreditation Process, Contract(s) will be awarded to successful Provider(s) for a period of 5 years commencing 1st April 2025, with the Commissioner having the option to extend the Contract for up to a further 2 years.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 21st March 2025. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.<br/><br/>If you have wish to make a written representation regarding this intention to award please contact: licb.lincsccgcontracting@nhs.net<br/><br/>The award decision was made by NHS Lincolnshire ICB on 18th February 2025.<br/><br/>There were no declared conflicts or potential conflicts of interest of individuals making the decision.<br/><br/>The relative importance of the Key Criteria incorporated within the service was as follows:<br/>1.
