Abstract

Develop, implement and provide a service model which delivers trauma, anxiety and depression counselling to individuals accessing substance use services:

• Develop a model that facilitates individuals to progress through the different levels of service support, which recognise their achievements throughout their recovery journey.

• Ensure all interventions, at all level of service are high quality, evidence-based, appropriate to need and delivered in a way that reduces risk and is non-restrictive, in order to enable service users and their families to fully progress along their recovery journey.

• Ensure that collaborative working with key partners s are embedded within an individual's treatment and recovery, in order to maximise their capacity to sustain long term recovery from mental health needs.

• Work in partnership with adult social care to ensure that long term health conditions are identified, addressed and the impact of care needs are understood and planned for through evidence based collaborative approaches and pathways.

• Work in partnership with primary and secondary care to ensure that health needs are identified, addressed and planned for through evidence based collaborative approaches and pathways.

• Work in partnership with children's social care and early help to embed pathways that identify risk early and work with the family to develop family plans to reduce risk for children

• Provide a flexible offer which engages, and is accessible to, those groups who do not engage in treatment

• Collaborate at least quarterly with the commissioner to identify and set priorities based on commissioning intentions, evidence base, demand, local health need and the engagement and feedback from individuals, families, communities and the local system.

II.2.4) Description of the procurement

The Authority intends to award a contract to an existing provider following Direct Award Process C under the Provider Selection Regime (PSR)

This is a fundamental service for the dual diagnosis model in Hartlepool which provides improved access for people accessing START to efficient primary mental health support. The service provider works extremely closely with secondary mental health services TEWV and PMHT as well as other partner agencies to reduce health inequalities. Individuals are offered choice when it comes to mental health pathways, their treatment and support. Service users take an active part in the development or their care plans from initial assessment to discharge. The service provider has a requirement to understand the health care needs of those using substances and having a mental health need in Hartlepool and offer additional services accordingly, such as access to groups and psychotherapy.

Hartlepool Borough Council are intending to award a contract to an existing provider following Direct Award C (under PSR) for the period 1st April 2026 - 31st March 2028 with options of one 12-month contract extensions dependent on performance and available funding; with a value of £107,214

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The council has fully considered each of the key criteria when making a decision on the award of this contract.

· Public Health Officers completed an analysis and evaluation of the service and completed a report for consideration for the Director of Public Health, Public Health Principal and Head of service for Substance use. These were the decision makers.

· There were no Conflicts of interest identified among the Public Health Senior Management Team during the decision-making processes
