A direct award via the CCS framework is justified as it provides a fully compliant and efficient route to secure continuity of the highly specialised Medicode 360 clinical coding software, which is essential for maintaining accurate HRG grouping, SNOMED CT mapping and statutory reporting; the previous contract had expired, and awarding through the framework avoids service disruption and mitigates clinical and operational risks identified in the procurement process, while also ensuring alignment with procurement regulations and minimising administrative burden, particularly given the limited supplier market and urgency to maintain uninterrupted coding functionality for the Health Board.
