Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
A direct award is required to ensure uninterrupted Cisco Break/Fix support and licence renewals, which are essential for maintaining the secure, compliant, and high‑availability AWMGS network. WhiteSpider is the existing managed service provider with established knowledge of the infrastructure, and the requirement is Cisco‑specific with a very limited supplier market, meaning re‑tendering would create operational and technical risk without delivering meaningful competition.
