Procurement description

Framework operation description

The Mining Remediation Authority (MRA) will established a non‑exclusive, multi‑supplier framework for the delivery of Emergency Call‑Out Services, Minor Works and Subsidence Repairs across defined UK regions. Inclusion on the framework does not guarantee any volume of work.

Work Orders will be issued on an as‑needed basis and will each form a separate call‑off contract under the Procurement Act 2023, governed by the relevant NEC4 contract form, typically the NEC4 Engineering and Construction Short Contract.

Pricing for Work Orders will be based on pre‑agreed Framework Schedules of Rates submitted for each region, including labour, plant, materials, and any applicable emergency or out‑of‑area rates. Where appropriate, works may be priced using direct application of rates, cost estimates, or quotations following a mini‑competition. The Authority reserves the right to validate costs to ensure value for money.

Work Orders will be allocated transparently and proportionately. Emergency Call‑Out work will normally be awarded following a regional availability check to Contractors able to meet response requirements, with best value for money applied where multiple Contractors are available. Where no regional Contractor is available, work may be allocated cross‑region. Minor Works may be awarded directly or via a mini‑competition, depending on value, complexity and risk.
