Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
A restricted RFQ was issued to three suppliers on the basis that the project value would fall below the threshold for a Utilities Services Contract. However, all bids received exceeded the GPA threshold, meaning the restricted RFQ process could no longer be considered compliant. Given the urgency of the requirement, a decision was taken to proceed with a Direct Award via the Omni CPV NVMSP Framework, managed by Constellia Public Ltd
