Abstract

The Baglan Bay site, in the South Wales area was previously operated as a chemical works and was acquired in 2022. The aspiration for the development of the site is to transform the area through the creation of high-quality jobs, creating a safe and higher quality environment for local people, and to contribute to the wider redevelopment of the region. However, due to previous usage of the site, remediation will be required to safely bring the site back into the wider public sphere.The Welsh Government is providing potential market participants with early notice of the forthcoming Baglan Contamination Remediation Procurement. This notices, and supporting document provides preliminary details in respect of the background, objectives and intended delivery approach for the Project , to enable interested organisations to consider and prepare for the formal tender process, which is expected to commence in Q3/Q4 2026. The information contained is provided for the purpose of awareness only. It does not constitute a call for competition, nor does it commit the Welsh Government to proceed with any procurement. The Welsh Government intends to launch the Project procurement through the Competitive Flexible Procedure under the Procurement Act 2023. The Contractor will be responsible for design, testing, implementation of remediation techniques, monitoring and validation. To ensure fairness to the market, Welsh Government will offer two opportunities to share information with companies about the remediation works. There will be an optional Site Visit and an optional Online presentation for companies to attend. Welsh Government is committed to sharing all essential information with all bidders and will keep written records of who participated, what was discussed, information that was shared and how risks of distortion were mitigated. This is to ensure no unfair advantage is gained through participating in the market engagement.

Engagement

Engagement process description

There is an option to attend an online presentation by the Welsh Governments consultant the week commencing the 16th March 2026. The purpose of the presentation is to outline the key areas and forms of contamination and objectives for remediation. A number of questions will be presented for tenderers to respond to in written form after the presentation. Any questions and answers during the presentation will be summarised after the event and circulated to all parties that have expressed an interest. Should suppliers be interested in attending the presentation, please send notification to Leigh Jenkins leigh.jenkins@gov.wales by 13th March 2026.

There is an option to attend an escorted walkover of the site. Should suppliers be interested in attending the site visit, please send notification to Leigh Jenkins leigh.jenkins@gov.wales by Tuesday 24th March 2026. Proposed Dates for the site visits are Thursday 26th March 2026 or Friday 17th April 2026. There will be an option for questions. Any questions and answers will be summarised after the event and circulated to all parties that have expressed an interest.
