Engagement process description

The East of England NHS Collaborative Procurement Hub (EoECPH) has established the Social Impact Framework, which provides a clear and compliant route to market for public sector organisations, including NHS organisations, Integrated Care Boards, local authorities and other public bodies, to commission services that address health inequalities and the wider determinants of health.

The framework is now approaching its first reopening, which will provide an opportunity for additional organisations to apply to join the framework.

This pre-market engagement period is intended to help organisations understand the framework and prepare for the upcoming reopening. As the framework has already been established, this engagement is not intended to change the scope or structure of the procurement.

Instead, this engagement will help us to:

• Provide early information about the framework reopening and application process

• Support organisations that may wish to apply to the framework

• Offer an opportunity for suppliers to raise clarification questions ahead of the tender

• Ensure suppliers have access to consistent information before the reopening

This engagement is open to organisations of all sizes that deliver services aligned with the framework lots, including VCSE organisations, SMEs and larger providers.

This is not a formal tender or contract opportunity. Participation in this engagement is voluntary and will not provide any organisation with a competitive advantage in the procurement process.

Preliminary Market Engagement Process

Suppliers can submit clarification questions and engage with the pre-market engagement through the Atamis supplier portal:

• Suppliers should register on the portal if they are not already registered.

Suppliers may submit clarification questions during this period. A consolidated set of responses will be published ahead of the framework reopening to ensure all suppliers have access to the same information.

Supplier Information Sessions

We will be hosting two virtual supplier information sessions to provide an overview of the Social Impact Framework and explain the upcoming reopening process. Each session will cover the same agenda, including:

• An introduction to the purpose of the framework

• An overview of the framework structure and service lots

• An explanation of how the tender process will work

• Guidance on preparing an application
