Explanation
The contract was awarded without prior publication because it was a direct call‑off from the ESPO MSTAR4 Framework Agreement, which was itself procured in full compliance with the Public Contracts Regulations 2015. Framework agreements allow contracting authorities to award call‑off contracts without issuing a new contract notice, provided the call‑off follows the framework's terms. In this case, the requirement falls entirely within the scope of MSTAR4 and the prescribed call‑off procedure was correctly applied. As the necessary competition occurred when the framework was tendered, a separate advertisement in the Official Journal of the European Union or the Find a Tender Service is not required.
