II.2.4) Description of the procurement
The Council required specialist finance transformation support to deliver a range of priority projects across Adults Social Care, Housing and Children's Social Care. The procurement covers the provision of financial modelling, commercial analysis and the development of cost assessment models to support effective decision making and robust financial planning. The services include the preparation of commissioning financial envelopes, analysis of current and projected costs, and the delivery of financial and commercial expertise to progress key operational, commissioning and strategic transformation projects. The supplier will provide ongoing technical, financial and commercial support to ensure projects can be delivered to required standards, including activities relating to process improvement, financial sustainability, and support for service redesign and market engagement activity.

This contract was awarded without prior publication because it is a compliant call‑off from the ESPO Framework Agreement, which was itself tendered in accordance with the Public Contracts Regulations 2015. Under Regulation 33 PCR 2015, contracting authorities may award contracts directly through a framework without issuing a new contract notice, provided the call‑off is within scope and the framework rules are followed. Constellia Public Ltd is appointed on the framework as a Neutral Vendor, and the Council has used the prescribed call‑off procedure lawfully.
