II.2.4) Description of the procurement
To provide sexual health contraception services - in order to reduce pressure on primary care services and enable more women to access contraception.
This is a demand led service. In addition, those fitting the LARC shall deliver the minimum number of fits to sustain clinical competency (minimum of 1 fit per month)
Mandatory requirements:
• Provide Hertfordshire-based LARC clinics for Hertfordshire residents for contraceptive purposes, offering IUC fitting, checking, monitoring, removal, and post coital IUC for emergency contraception
• Deliver all IUC procedures safely and in line with CoSRH guidance, ensuring timely review and referral for complications such as bleeding, pain, or infection
• Ensure all clinicians are accredited (LoC IUT or equivalent) and maintain ongoing competence, training, safeguarding and clinical compliance
• Offer full patient assessment, counselling, and aftercare, including STI risk assessment, information provision, chlamydia screening for Under 25s, and easy access for problem management and appropriate ongoing signposting where required.
• Maintain suitable clinical premises and equipment with required facilities for IUC procedures and full compliance with infection prevention standards.
• Keep accurate clinical records and submit quarterly audit data in the required format for activity monitoring and payment
• Demonstrate strong clinical governance and quality assurance, including NICE compliance, incident reporting, safeguarding, CQC registration, and participation in Council monitoring visits
• Ensure continuity of service and clear communication, reporting staff changes or service disruptions promptly and having IT systems that support robust data capture and submission
• Ensure those fitting the LARC shall deliver the minimum number of fits to sustain clinical competency (minimum of 1 fit per month)
• Suppliers MUST be at a minimum of Cyber Essentials accreditation level OR accredited under a process of recognised equivalence or better, e.g. Public Sector Network (PSN) or Data Security and Protection Toolkit (NHS Digital) or ISO2700
• Dun & Bradstreet risk of low, low-moderate or moderate
We may ask for further information from the provider to support any of the above requirements
II.2.14) Additional information
The FTS system requires a date of publication for the Contract Notice. However as we are intending to award a contract under Direct Award Process B, there will be no contract notice.
