Abstract

North East and North Cumbria Integrated Care Board (Relevant Authority) intend to follow the Most Suitable Provider (MSP) process to award contracts for short term Acute Respiratory Infection services in response to winter pressures for three individual lots in Tees Valley:

Lot 1: Hartlepool and Stockton

Lot 2: Middlesborough & Redcar and Cleveland

Lot 3: Darlington

These are three separate lots/contracts. Providers must have suitable premises to provide services from. No additional funding will be provided for mobilisation/premises.

To submit an Expression of Interest, a provider must fully complete and submit a response to this opportunity by 01 April 2026, 11:59:59 PM.

The Service Specification document outlines the requirements for delivering the service which will be required to be mobilised in a timely manner upon notification by the Relevant Authority in response to seasonal winter pressures.

The contract will be for a period of 2 years with the option to extend for a further 24 months at the discretion of the Relevant Authority and subject to satisfactory financial and contractual performance commencing on 01 August 2026.

This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

The intention is to award a contract using the Most Suitable Provider process.

The award decision will be made by the NHS North East & North Cumbria Integrated Care Board.

Conflicts of Interest have been managed and will be managed through this intended MSP Process.

The deadline to express an interest to be considered the Most Suitable Provider is 11:59:59 P.M. on 01 April 2026.
