Justification:
A Direct Award was made to Southern Broadstock through the NEUPC Framework after the incumbent supplier, EFG, entered administration, creating an immediate risk to service continuity. Southern Broadstock Limited, a framework‑approved supplier, confirmed they could match EFG's pricing and commercial terms, ensuring compliance and value for money. Running a new competitive process would have caused delays and operational disruption, whereas Southern Broadstock Limited could mobilise immediately. Therefore, the Direct Award was the most efficient, compliant, and practical option to maintain uninterrupted Estates services.
