Abstract

The supplier will support the Bank in becoming “AI‑ready” by delivering a programme that builds foundational artificial intelligence and Generative AI skills across all colleagues, including safe and effective use of Microsoft Copilot.The contract also includes the development of an AI adoption strategy and roadmap for presentation to the DBW Board, the establishment of governance and compliance structures for responsible AI use, and the creation of an internal network of AI Champions to support organisational change and embed AI capabilities into daily operations.The services aim to enhance organisational productivity, drive innovation, and support the delivery of the Bank’s longer‑term AI objectives for FY26/27.

Description of how these justifications apply

The Development Bank of Wales is awarding this contract via Direct Award under the Procurement Act 2023 provisions. The required AI adoption and Generative AI consultancy services constitute a niche and highly specialist market with no suitable framework available. GenAi possesses unique capabilities already demonstrated in prior engagement with SMT, enabling continuity and expertise critical to delivering DBW’s AI-readiness roadmap within required timescales. Given the strategic importance of the programme, the need for rapid mobilisation (<12 weeks), and the approval from CMO and Procurement, a competitive process would cause significant delay and risk to organisational objectives. This Direct Award route therefore ensures best value, compliance, and timely delivery.
