II.2.4) Description of the procurement
West Yorkshire ICB is undertaking a Market Engagement Exercise to assess the level of interest from suitably qualified providers to deliver a Community Urgent Eye Service (CUES) to people who reside within the Leeds District.<br/><br/>The purpose of this service would be to provide rapid assessment and treatment for sudden-onset, urgent eye problems, such as red/painful eyes, flashes, floaters, or sudden vision changes.<br/><br/>This would be for all ages, requiring self-referral for remote or face-to-face appointments, not walk-ins.<br/><br/>Current Delivery Model<br/>Service users call the single point of service access number, following initial screening eligible service users are triage. Service users are then provided with a telephone or video consultation with an optometrist or a face-to-face appointment at a local opticians. <br/><br/>The high-level objectives of the service are:<br/>• Convenience and Access: Allowing service users to see an eye care specialist locally within agreed timeframe based on presenting symptoms.<br/>• Reduced Hospital and GP service Burden: Shifting management of acute conditions (red eye, flashes/floaters) from GP services and secondary care (hospitals) to community primary care.<br/>• Expert Diagnosis: Offering prompt triage and treatment by optometrists and independent prescribing optometrists using advanced diagnostics.<br/>• Patient Equity: ensuring access to free, immediate care for sudden-onset urgent eye conditions.

An expression of interest is no indication of a commitment to participate in the tender process nor does it infer any special status on those providers who do submit an interest.<br/><br/>The market response to this notice will be used to inform the Commissioner’s view as to any future process to select the most suitable approach to meet its commissioning intentions. <br/><br/>This does not commit the NHS West Yorkshire Integrated Care Board to undertake a procurement. <br/><br/>NHS West Yorkshire Integrated Care Board has the right to withdraw this notice.<br/><br/>The response window will be open for 7 days and will close 27th March 2026.
