Abstract

The domestic property portfolio of the Council comprises a mixture of social housing (approximately 14,310 properties in number) and other properties. Maintenance of these properties is undertaken by the Council via a mixture of in-house provision and external contractors. Dwellings will vary in age and condition and bidders are advised to make due allowance for this. The Council’s Voids Team manage the works being delivered to bring void properties up to a standard for a new tenancy. As a property becomes vacant, a Technical Manager from the Voids Team visits the property and assesses the repair requirements and creates a schedule of works required. The Voids Team then allocate the property (and repairs) via one of the following routes: · In-house workforce · One of the current contractors appointed to the Framework for Repairs & Maintenance to Domestic Vacant Properties. Following extensive consultation, the Council determined that the best way forward for the delivery of vacant repairs is a combination of the following: · In-house workforce · Framework Agreement for Repairs & Maintenance to Domestic Vacant properties (2 external contractors). · A pool of smaller contractors to assist the in-house team, who can be called upon to complete specific activities (for example painting, deep cleans etc.). This tender process is in relation to new entrants to the framework agreement for Pool of Small Contractors. The Council is seeking to engage multiple New Entrant Contractors to add to this pool, who the Voids Team can call upon to complete specific work activities. The Pool of Small Contractors will be used to support the in-house workforce by: · Being called upon to complete a piece of work in a property being worked on by the in-house workforce. · Being allocated a property for them to complete all the required works (where the work required is minimal). It should be noted that whilst the framework will predominantly be for work in vacant properties as described above, there may be some requirement for work in occupied properties which will be instructed by our Responsive Repairs Unit (RRU). The level of these requirements is subject to vary depending on demand and budget.
