Abstract

The Dual Diagnosis service is a community based service, which provides trauma informed psycho-social support for individuals 18+ living with co-occurring Mental Health difficulties, and Drug and Alcohol use. The service supports people who are not yet ready to access support from Mental Health, or Drug and Alcohol services (Such as NSFT, Turning Point, or Change, Grow, Live.), in order to prevent this cohort from falling through gaps in services and experiencing deterioration in their condition, which ultimately leads to greater use of urgent and emergency care.

Key support objectives include improving an individual's Mental Health and Wellbeing, as well as supporting improvements in their Physical Health and quality of life, through holistic and personalised interventions that encourage increased engagement and ultimately stability in their recovery. The service promotes preparedness for referral to these services through Counselling, one-to-one, group, telephone and peer support. There is some support at home but this is very limited and by exception. Once the individual has achieved readiness, they are supported to be referred onward to either Mental Health, or Drug and Alcohol services. With a warm handover arrangement in place with Turning Point Drug and Alcohol service. Once individuals have been discharged from the caseload of the Dual Diagnosis service, drop in support is facilitated where they are able to attend a session within a set time every week without needing to make an appointment, to maintain stabilisation and promote well-being while they are waiting to commence support with Mental Health, or Drug and Alcohol services.

II.2.4) Description of the procurement

To provide an accessible, community-based service for people with mental illness and co-occurring drug or alcohol misuse / dependence in Waveney; supporting people to reach a point which enables engagement with mental health and/or substance misuse / addiction services.

The contract will run from March 1st 2026 to March 31st 2029

The total contract value is £409,647 (ex. VAT).

: NHS Norfolk and Waveney Integrated Care Board are awarding the contract named within this notice due to an urgent circumstance which is outlined within the Health Care Services (Provider Selection Regime) Regulations 2023.

The ICB may wish to introduce additional services during the lifetime of the contract ("Contract modifications"). Such contract modifications will be contemplated where additional requirements are similar and or complementary to the services already included in the Specification, at any given time. Such expansion would be by the addition of services commissioned by the Authority as named in the Contract Notice. To this end, after the award of contract, there is a possibility that the contract may be varied as allowable in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023.

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive

Explanation

THIS NOTICE IS PUBLISHED ON BEHALF OF THE NORFOLK AND WAVENEY ICB

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This award is being made urgently and the reason for the urgency was not foreseen by the ICB for the reasons outlined within this notice. This award is being made in order to prevent risk to patient and public safety, and the ICB is not able to satisfy the requirements of regulations 6 - 13 for the reasons outlined below.

The award is needed urgently as the current provider (Access Community Trust) has gone into administration and can no longer provide the services for Waveney residents.

The ICB urgently wishes to maintain this activity, and the outcomes it promotes.

Anglia Care Trust, who are already commissioned to provide similar services in Suffolk: The Community Connectors, and the Drug and Alcohol Outreach Service (DAROS) can expand their existing provision to meet this need. They also have a strong existing relationship with Turning Point and therefore can quickly make similar arrangements with them that Access Community Trust have in place. They can deploy with close to immediate effect.
