Abstract

Following a Direct Award C process under the Health Care Services (Provider Selection Regime) Regulations 2023 (PSR), Bracknell Forest Council are intending to award the Stop Smoking Service contract to the incumbent Provider as detailed in this notice.

The new contract is for an initial term of One (1) year (1 May 2026 – 30 April 2027) with the option to extend by any number of periods up to an aggregate of 48 months (up to 30 April 2031).

The contract value, for the maximum contract term of 5 years, is anticipated to be £600,000.

The contract will have the ability to be varied by up to an additional £150,000 over the term of the contract, subject to targeted grant funding. If the targeted grant is received, this may be allocated at the Councils discretion. This additional funding would take the total contract value, over the maximum 5-year term of the contract, to £750,000.

II.2.4) Description of the procurement

The overreaching aims and purpose of the stop smoking service is to contribute to reducing smoking prevalence in Bracknell Forest.

Objectives of the service:

• To provide a cost-effective stop smoking service that is widely accessible across Bracknell Forest, ensuring all smokers who want to stop smoking can access appropriate specialist support.

• To develop and deliver innovative health promotion strategies, using technology and social media where appropriate, to support the prevention of smoking and to support Bracknell Forest Council’s vision of making non-smoking the social norm.

• To contribute to reducing smoking prevalence among adults in Bracknell Forest.

• To contribute to reducing smoking rate among children and young people in Bracknell Forest

• To provide a universal stop smoking service with targeted elements for anyone who lives and/or work in Bracknell Forest wishing to stop smoking

Bracknell Forest Council are intending to award the contract to the existing provider following Direct Award C.

Contract value: £600,000 over the maximum five year term. The contract will have the ability to be varied by up to an additional £150,000 over the term of the contract, subject to targeted grant funding and at the Councils discretion. The maximum total potential lifetime contract value is therefore £750,000

Initial Contract Term: 1 May 2026 – 30 April 2027.

As per PSR, the Council decided on the relative importance of each of the specified key criteria. This has been done through prioritising criteria instead of weightings. The below criteria were prioritised in accordance to their importance to the successful delivery of the service.

The 5 specified key criteria were prioritised as follows:

3. Improving access, reducing health inequalities and facilitating choice

4. Integration, collaboration and service sustainability

5. Social Value

Following an assessment of the Provider and in line with the requirements of PSR Direct Award Process C, Bracknell Forest Council has determined that the existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The Standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by midnight on Wednesday 8 April 2026.

This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the Direct Award Process under PSR.

When the standstill period has closed and the contract has been awarded to the intended provider, a Corrigendum will be completed and linked to this Contract Award Notice (intention to award) to declare that the contract has now been awarded.

The contract award criteria were specified in the procurement documents. Bracknell Forest Council used a prioritisation framework to decide the relative importance of each of the specified key criteria

Following an assessment of the Provider against this Key Criteria, Bracknell Forest Council are of the view that the existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard.
