II.1.4) Short description
East Lothian Council requires removal services to meet the following requirements:
Removals service for East Lothian Council operational facilities (office, public buildings
and school removals).
Removal and Storage service in East Lothian for domestic furniture and personal
belongings in relation to the Council’s property maintenance programme as well as
situations relating to homelessness, abandonments, evictions, decants, Scottish
Welfare Fund community care grants and adult social work.
Carpet fitting services are required for domestic removals. For removals associated
with the Council’s property maintenance programme the Service Provider delivers
carpets back to the Tenant the day before the furniture is returned. The carpet fitter
fits the carpets on the day carpets are delivered back to the Tenant.
In some circumstances the Council must comply with statutory requirements and
timescales regarding the removal and storage of personal possessions and the
Contractor must be able to comply with such. Storage must be secure and fit for
purpose and within a practical visiting distance to allow clients access to their property
on request.
Disposal of items with the aim of maximising recycling and re-use opportunities.

A summary of the expected community benefits has been provided as follows:
East Lothian Council (ELC) is experiencing rapid growth and has an estimated annual spend of
150 (GBP) million per annum, which gives it significant purchasing power. Through its diverse
procurement activities, ELC works with suppliers to provide benefits not only to local residents
of East Lothian but also to wider communities. To support this commitment, the council has

This Contract includes an obligation for the delivery of Community Benefits once the aggregate

outlines the Community Benefits that the Council is seeking as part of this Contract.
