II.2.4) Description of the procurement
Health and Social Care Moray (HSCM) seeks to commission a provider to deliver a comprehensive Unpaid Carer Support Service for both Adult Carers (18+) and Young Carers (under 18, or 18+ and still in education). Unpaid carers play a vital role across Moray, with an estimated 16,200 individuals providing care to someone who could not manage without their support.
Providers must demonstrate the knowledge, expertise, and values required to deliver a high quality, person centred service and outcomes-focussed service.
This contract comprises of two lots; providers may apply for either one or both lots.
Lot 1 – Support for Adult Carers
- Supporting adult carers aged 18+, including parent carers, working carers, older carers, and those caring for people with complex or fluctuating needs.
Lot 2 – Support for Young Carers
- Supporting young carers under 18, or aged 18+ still in school, ensuring they receive age-appropriate support and have a life comparable to peers.

Section III: Legal, economic, financial and technical information
III.1) Conditions for participation
III.1.4) Objective rules and criteria for participation
Bidders will be required to have an average yearly turnover of a minimum of twice contract value in the business area covered by the contract for the last 3 years.
The bidder confirms they already have or can commit to obtain, prior to the commencement of the contract, the levels of insurance cover indicated below:
Professional Risk Indemnity: 5 million pounds
Employer's (Compulsory) Liability: 5 million pounds
Public Liability: 5 million pounds
Bidders will be required to provide 1 example that demonstrate that they have the relevant experience to deliver the services/supplies as described in part II.2.4 of the Find a Tender Service Contract Notice or the relevant section of the Site Notice. The example provided must be drawn from the past three years.
Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract.
