The University of Edinburgh has appointed a contractor for provision of comprehensive water quality sampling, analysis, reporting, and chemical treatment as required for all heating and cooling closed-circuit water systems within defined buildings across the University’s campuses. The contract will support the University in meeting its regulatory obligations and maintaining safe, efficient operation across its closed water systems.
The contract period is from 23rd March 2026 to 22nd March 2028, with two options to extend for periods of 1-year each, potentially taking the contract through to 22nd March 2030 (2+1+1).

II.2.4) Description of the procurement
The University of Edinburgh has appointed a suitably qualified, resourced and experienced Water Quality Specialist to provide sampling, analysis, reporting services and chemical treatment as required for all heating and cooling closed-circuit water systems within defined buildings across the University’s campuses.
The contract period is from 23rd March 2026 to 22nd March 2028, with two options to extend for periods of 1-year each, potentially taking the contract through to 22nd March 2030 (2+1+1).
The contract’s scope covers the necessary maintenance services required to maintain water quality and prevent corrosion within heating and cooling closed-circuit water systems across the majority of the University’s estate. This includes the annual services of water quality sampling, analysis, reporting, and chemical treatment (reactive services) to ensure that systems operate efficiently, remain compliant with relevant standards, and that the University’s assets are protected from deterioration and corrosion.

Standstill Period
As required by the Public Contracts (Scotland) Regulations 2015, following completion of the contract evaluation process, all relevant economic operators who expressed an interest in tendering for the contract were notified of the outcome of the evaluation.
