II.2.4) Description of the procurement
This will be the Supply of Nuclear Transport Flask Specialised Seals, Gaskets & 'O' Rings, to enable the repair and maintenance of the internal & external nuclear waste transport flasks., to drawings and specifications developed over many years. This will enable the continued support of the various transport flask maintenance programmes throughout the plant and assist with the long term Sellafield mission. <br/><br/>Sellafield are using a known supplier who over many years has demonstrated their capability to meet Sellafield requirements in relation to the complex technical and quality aspects of goods supplied. Transition to any new supplier would risk continuity of critical goods supply in onboarding a new supply to the required standards, and possible delays from such. They produce quality plans/ITP’s for all in house and subcontract procedures required for manufactured items to the required standards This award under 32 (2)(b)PCR 2015 Regulations will ensure there is a secure source of critical flask spares, for the duration of the agreement.

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The supply of critical spares is required for the maintenance and repair of nuclear transport flasks. They are extremely important to maintaining our contract with our customer. Each flask received generates revenue, which can then be used to fund other clean-up and decommissioning activities across the Estate. Regulation 32 (2)(b)PCR 2015 applies due to various technical complexities of scope, and quality requirements involved with the supply of these critical items.<br/>The maintenance and repair of flasks & flask transport flasks is essential to the servicing of the suite of contracts in place between our client and the NDA. Due to the ad hoc nature of these requirements, it is difficult to ascertain trends with regards to predictions for all these spares. Sellafield Ltd requires suppliers to be capable of providing the Seals, Gaskets and 'O' Rings required up to CQR Quality Grade 1 in accordance with SLM 4.06.02 Contract Quality Requirements Manual. The contract is of high risk if spares stockouts lead to the unavailability of the flasks. Many of the spares are Quality Grade 01 and 02 and the suppliers for the flasks spares need to be approved by SL Quality and added to their Quality Approved Suppliers List (QASL). They produce quality plans/ITP’s for all in house and subcontract procedures required for manufactured items. James Walker are a long standing supplier who has demonstrated their ability to meet both Sellafield technical and quality standards on these items over many years, with developed technical information regards material suitability, longevity, radiological suitability etc. A change in supplier would result in delays to maintenance and repair services on flask containers, our customer being unable to meet it's obligations , and loss of power generation. and would require approval from our customer.
