The contract is to deliver a School Aged Immunisation Service in a school setting and currently covers;<br/><br/>• Human Papillomavirus (HPV) vaccinations<br/>• Diphtheria, Tetanus and Poliomyelitis (Td/IPV) booster<br/>• Meningococcal ACWY (MenACWY) conjugate vaccine<br/>• Measles, Mumps and Rubella (MMR) catch up vaccinations.<br/>• School-aged children’s Seasonal Influenza vaccinations<br/><br/>NHS England - Midlands have awarded a contract to the existing provider, Lincolnshire Community Health Care NHS Trust via Direct Award Process C as described in Regulation 9 of the Health Care Services (Provider Selection Regime) Regulations 2023.<br/><br/>This decision was made following the conclusion of a competitive process in May 2025, which resulted in a none award of the School-Aged Immunisation Service in Lincolnshire. <br/><br/>The relevant authority is of the view that the existing provider is satisfying the existing contract to a sufficient standard, according to the detail outlined in the contract, and also taking into account the key criteria and applying the basic selection criteria<br/>The relevant authority is of the view that the existing provider will likely satisfy the proposed contract to a sufficient standard taking into account the key criteria and applying the basic selection criteria.<br/><br/><br/>The Contract Start date is 01st January 2026 until 31st August 2028. <br/><br/>The total lifetime value of the contract is £1,772,030.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 2400hrs (Midnight) on the 14th April 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice.<br/><br/>Representations by providers must be made to decision makers by 2400hrs (Midnight) on the 14th April 2026 to the following email address: england.vaccscontracts-emids@nhs.net<br/><br/>The decision makers for this process were Midlands Regional Commissioning Group.<br/><br/>There were no conflicts of interests declared in reaching the decision to award.<br/><br/>Following the conclusion of a competitive process in May 2025, which resulted in the none award of the School-Aged Immunisation Service in Lincolnshire the commissioner took the decision to direct award the contract to the existing provider to ensure continuity of service.<br/><br/>The existing provider was assessed against 5 key criteria:<br/><br/>• Quality and Innovation<br/>• Value<br/>• Integration, collaboration and service sustainability<br/>• Improving access, reducing health inequalities and facilitating choice.<br/>• Social Value<br/><br/>The assessment against each criterion was undertaken based on the current service delivery model and performance. Quality of service, including patient feedback, and value for money were the driving factors for the direct award decision. The supplier meets all the requirements specified to the satisfaction of the Commissioner, and it is expected that they will satisfy the requirements of the new contract going forwards.<br/><br/>Based on the evidence submitted, the Midlands Regional Commissioning Group were satisfied that the Direct Award of a contract to Lincolnshire Community Health NHS Trust is in line with the required criteria and are satisfied that Lincolnshire Community Health NHS Trust is an appropriate and suitable provider for the future.
