Education and training services. Training programme services. Vocational training services. Management training services. Personal development training services. The Improvement and Development Association (IDeA) is a Limited Company but with no share capital and is wholly owned the Local Government Association (LGA). Together they, amongst other things, work with councils to support promote and improve local government.
The Local Government Association (LGA) is a strong advocate of graduate recruitment. We believe it is an essential way in which councils can bring in much needed drive, enthusiasm and talent to a workforce in the throes of the largest change in its history.
The National Graduate Development Programme (ngdp) is the LGA's highly regarded national management trainee programme for high-calibre graduates wishing to pursue a career in management in local government.
The LGA coordinates the ngdp nationally and provides the infrastructure for its delivery. We market and recruit – in order to attract, select and place high quality applicants in local authorities. We also manage and commission the learning and development element of the programme to ensure the highest quality learning.
Graduates are employed by councils over two years and undertake placements in front line, operational and strategic roles, where they are encouraged to challenge, innovate and improve services. In parallel, over the two years trainees participate in a high-quality, accredited, national learning and development leadership programme so they can implement their learning whilst working on real projects in councils.
The IDeA is seeking to appoint a supplier to design and deliver the accredited leadership development programme for ngdp Cohorts 16 and 17 - developing potential future leaders and managers within local government and equipping them with the skills, understanding and competencies required to be effective as change agents in their councils and to realise their leadership potential. This may be extended to cohort 18 subject to the requirements of the IDeA.

Total quantity or scopeThe IDeA is seeking to appoint a supplier to design and deliver the accredited leadership development programme for ngdp Cohorts 16 and 17 - developing potential future leaders and managers within local government and equipping them with the skills, understanding and competencies required to be effective as change agents in their councils and to realise their leadership potential. This may be extended to cohort 18 subject to the requirements of the IDeA and agreement of the successful bidder.
This service includes:
- All aspects of delivery required to achieve the stated outcomes including travel expenses and cost of materials.
- ILM accreditation (on completion of the required assignments to an acceptable standard the NGDP trainees will be awarded the ILM Diploma in Strategic Leadership at Level 7)
- In the region of 120 national management trainees per cohort/programme
- Two learning and development programmes (cohort 16 and 17) to be delivered between the period October 2014 to July 2017. This may be extended to cohort 18 (October 2016 – July 2018) subject to the requirements of the IDeA.
- 4 modules per learning and development programme, spaced over 2 academic years (October – July)
- Joint bids from multiple suppliers will be considered but this contract is not divided into lots and we would expect to receive one consolidated bid.
This service excludes:
- Accommodation and venue costs
The potential supplier may suggest other elements that might enhance the programme - these should be costed separately from the required delivery.
The provider may also be invited to attend the induction events for each cohort. |

The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates will be required to answer these questions as part of the qualification process. For candidates who are registered overseas, you will need to declare if you have any offences/misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists.
Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).
