The aim of the tender exercise is to appoint a contractor to provide a range of advisory, transactional and litigation services in order to ensure that the functions of Estyn’s are discharged in accordance with the law. The contract is expected to commence in June 2014 and will be for a term of three years, with an option on the part of Estyn to extend for up to a further two years.

The principal areas of work on which the Contractor will be asked to provide advice and support shall be defined by the nature of Estyn’s business, which is primarily inspecting and reporting on education and training in Wales, and includes Estyn’s responsibilities as an employer in the conduct of that business. More specifically, the work will include: -

(e) Litigation

(f) Landlord tenant matters

Further details of the services to be provided are contained in the Schedule of Services at Appendix A in the specification.

Legal services must be available to the Client as standard between 8am and 6pm Mondays to Fridays excluding Bank Holidays. In addition, there will be occasions when legal services are required by the Client outside of these hours. At return of tenders, Contractors must provide details about the arrangements they would offer to enable the Client to contact them outside those hours. If accepted by the Client these arrangements will form part of this specification.
