II.2.4) Description of the procurement
1. Overview and Key Objectives:
West Oxfordshire District Council (WODC) is seeking an innovative Strategic Partner with the necessary technical knowledge, experience and capability to manage its leisure portfolio for a minimum 10 year contract term. The overarching requirement is to meet the Authority's priorities, establish the most economically advantageous outcome and work in partnership to integrate public health outcomes and well-being priorities while taking account of demographic changes. The principles of partnership working are very important to the Authority, with investment planned to extend Carterton Leisure Centre the Authority also wishes to work with a partner to test the viability and commercial impact of replacing the ageing Windrush Leisure Centre.
2. Form of Contract and Term:
The successful Contractor will enter into a Design, Build, Operate and Maintain Contract (DBOM) based on Sport England's procurement tool-kit model Contract. This route has been selected in order to facilitate the provision of phase 2 of Carterton Leisure Centre.
The initial contract will be for a period of 10 years and is due to commence on the 1.7.2017. Provision has been made for the Authority to extend the term for up to a further 5 years. The Contractor will be granted leases to have rights of access to the facilities. The leases will be co-terminus with the expiry of the contract.
3. Procurement Process:
The procurement will comply with the EU Regulations competitive dialogue process. The key stages of the competitive dialogue process are as follows:
a. Pre-Qualification (PQQ);
b. Invitation to Submit Outline Solutions (ISOS), Appendix 2 refers;
c. Invitation to Submit Detailed Solutions (ISDS);
d. Invitation to Submit Final Tenders (ISFT).
All tender documentation will be made available on the Delta Procurement Portal: https://www.delta-esourcing.com (The access code for the PQQ stage is 334TU7379E).
Standard Sport England contract documents will be utilised as the basis for this procurement, adapted for the specific needs of the project. Short-listed Contractors will be required to provide a structured response to the tender documents via method statements at the relevant stages of the process.
The Authority will seek mandatory bids from Contractors which will include the procurement of Carterton Leisure Centre phase 2 and variant bids for the replacement of the Windrush Leisure Centre.
Mandatory bids will be assessed via a scoring matrix; the variant bid for the Windrush Leisure Centre will not be scored as part of the procurement process.
Contractors will be asked to provide a revenue business plan and show the net financial impact on the mandatory bid if the replacement for the Windrush Leisure Centre were to be included within the contract.
Bidders are required to assume capital financing is provided by the Authority for both schemes. The authority may consider options where bidders propose a capital contribution towards the procurement of Carterton Leisure Centre Phase 2.
