Section IV: Procedure

IV.1) Description

IV.1.1) Type of procedure

Open procedure - Accelerated procedure

Justification:

The University is re-tendering for the provision of Student Health Services. Because of the critical nature of the service, the University has decided to bring forward the tender award well in advance of the expiry of the current contract. The Procurement Section is very risk averse and cannot risk the possibility of a Health Services to students not being fully bedded-in for the next student influx. The above approach will therefore allow a much longer hand-over period after award and will remove any risk that an effective and good value Health Service for the students will not be fully in place. The University also wants to open up competition as wide as possible, hence the use of the open procedure. The accelerated open procedure will ensure a broad and effective competitive process and will ensure that the University's needs are met. It should be noted that these are exceptional circumstances and the accelerated procedures are rarely, if ever, used by the University.
