Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
This is an interim contract extension awarded to Suez without prior publication in the official journal. This was due to the sudden and unforeseen events that arose during the original contract in relation to ongoing commissioning waste disposal arrangements which ceased to offer waste disposal capacity for the Authority's residual waste as was anticipated. Had the Authority not extended these arrangements it would potentially have resulted in an inability to dispose of Merseyside's residual municipal waste pending the satisfactory conclusion of existing contract commissioning. Therefore the potential existed for kerbside and other household waste to be left uncollected, without adequate disposal outlets and with the environmental and public health implications such a situation would have entailed.
