The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
Due to on-going business need CCEA require this Contractor for support of this software to ensure continuance of services. These services are only available direct from this Contractor as they have exclusive rights to the software, support and maintenance. This. contract is therefore being awarded through the Public Contracts Regulations 2015. There are allowances under the regulations to award a contract to a single supplier in cases where competition is absent for technical reasons. Regulation 32(2)(b)(ii).
