Abstract

This procurement replaces that of the same name which was withdrawn due to strategic developments by the Council and is now being re run using the Competitive Procedure with Negotiation process.

The successful bidder is expected to offer a quality service for the operation of the leisure centres and of the wider physical activity services in and around the district, such as there is no subsidy. The service includes the development of a sustainable network of leisure facilities and activities available to residents, contributing to health and well being in the district through a single integrated service. The successful bidder is also required to provide the Council with professional advice on the development of a new leisure facility in Market Rasen for which the Council has agreed the capital funding. The Councils basic minimum requirements are included in the requirements and specifications schedules are not subject to negotiation, Following invitation to tender responses the Council may decide to enter negotiation with selected bidders, based on their ITT score, following which they will be asked to submit revised tenders. Should it decide to negotiate, the Council will negotiate on: the investment solution for West Lindsey Leisure Centre, the solution for the new centre at Market Rasen and the Financial submission.

Following invitations to revise tenders the final evaluation will use the same criteria as the ITT stage.

Once the plans for this new centre are finalised the management of the facility will be negotiated as a variation to the contract and may result in the contract being extended. The expectation is for a single whole network transfer on a leasehold basis commencing 1.6.2018.

Additional Note — The estimated contract value comprises the capital investment for the new facility netted against the capital for West Lindsey Leisure Centre.
