II.2.4) Description of the procurement
Background
Bield Housing and Care is a not for profit organisation, Scottish Charity and Registered Social Landlord. Bield is 1 of the largest providers of Housing and Care in Scotland with just over 5 300 properties and a number of Care Services across Scotland.
Bield's Housing Services operates a replacement cycle in relation to furniture, which is replaced every 10 years on average. Normally each year around 8-12 developments have their furniture replaced, which equates to spend of approximately 150 000 GBP per annum. This is operated currently on a ‘whole development’ basis in order to generate maximum impact from the replacement programme.
Bield's Housing Services also have guest rooms at the majority of locations; these are currently refurbished at the same time as the rest of the development. A review is under-way to determine a standard for these guest rooms and therefore this may mean more frequent or ad-hoc guest room requirements. The guest room budget currently is around 30 000 GBP per annum.
Care Services take a slightly different approach as service users are strongly encouraged to bring their own furniture with them when they move into a Bield Care Home (assuming these comply with specific standards, for example in relation to fire safety). This helps service users to feel more familiar and at home. There is of course still a need to replace some furniture particularly in communal lounges and this is done on the basis of greatest need, decided on an annual basis. The current spend within Care Services is approximately 20 000 GBP per annum.
In addition to the planned replacement programme there will be a need for replacement and purchase of items on an ad-hoc basis. Please note that the figures above are indicative only and are based on previous experience; however as with all organisations we have to review our budget annually and carefully consider all costs therefore we are unable to guarantee any specific level of expenditure.
Future Contract
Currently Bield have a contract with a single supplier to provide all items, this is due to expire at the end of March and therefore we are looking to procure a new contract to commence on 1.4.2017. The contract will be in place for an initial period of 36 months, and there will be the option to extend by up to a further 24 months in total. We will be looking to appoint a single supplier, to provide all of the products and services detailed below.
In order to be considered to be invited to tender, the following conditions will apply:
1. Bidders may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations.
2. Bidders must comply with all of the ‘Technical Specification — Minimum Standards’.
3. Bidders must comply with all of the ‘Service Specification — Minimum Standards’.
4. Bidders must pass Bield's assessment in relation to Economic and Financial Standing, as detailed in the ESPD and Contract Notice.
5. Bidders must complete the ESPD document, and will be scored on the weighted sections as detailed within the ESPD and Contract Notice.
6. The 5 top scoring bidders will be invited to tender.
