II.2.4) Description of the procurement
The University has a contract opportunity for the provision of a Student Engagement App. Bidders are invited to submit a proposal that is able to meet the requirements as set out in the Invitation to Tender documentation. The aim of the procurement process is to identity a supplier to deliver a student engagement app for Solent University students. The University seeks proposals from vendors offering commercial off the shelf software with an established user base in the public sector / higher education market. The initial roll out of the app (with a first phase of functionality) is anticipated to be September 2018, with subsequent phases delivering further functionality until June 2019. The supplier should also provide an administrative interface through which the University can administer, develop, monitor and manage the app. The app should be available from common, supported mobile operating systems (including Android and iOS). It should also be available for common desktop operating systems including Windows and Mac by March 2019. The new app solution will allow students to engage better with University services and information, as well as potentially providing better opportunities for communication and collaboration. It will enable personalisation of content, enhanced working, ease of access to University-wide platforms and services and provide a central point for communications activities for students. The objectives of the student mobile application are to:
— provide students with a digital platform for accessing other digital University services and information,
— improve internal communications and engagement with Solent students,
— increase the number of students accessing information published by the University,
— ensure relevant, timely and shared content is available via a clearly structured and designed user-friendly interface which fulfils student requirements,
— ensure that the student needs from a mobile app platform are met,
— ensure that we offer a high-quality student app experience to support marketing and student recruitment,
— meet student expectations of one of the country’s most creative and digitally-focussed universities.
The app will be required to integrate with a number of current University systems, including the Library and Virtual Learning Environment systems.

Requests for clarifications can only be requested until 15.5.2018 via the In-Tend portal correspondence facility. The Solent University is not bound to accept the lowest offer or any tender in full or in part. In accordance with Regulation 50, Paragraph (2) of the Public Contracts Regulations 2015 and subject to Article 5 and Annex 5, Part D (13) of Directive 2014/24/EU of the European Parliament and of the Council, the University intend to publish the contract value at contract award stage, and reserved the right to do so.
