This notice is linked to the Prior Information Notice (PIN) for Field Force Logistics, Supplies and Replenishment (FFSLR) Service with the reference 2017/S 055-101690 which was published in the OJEU on 18.3.2017. Please note that the sourcing of the non-technical supplies has been removed from the scope of work leading to renaming the Agreement Field Force Logistics and Replenishment (FFLR) Service. Objectives of the Service are to:

— provide a flexible, secure and assured FFLR Service to ensure the Field Force staff have all provisions they require to undertake their role throughout the operational period for the 2019 Rehearsal and 2021 Census,

— deliver the FFLR Service using a collaborative approach with a Supplier who is able to demonstrate confidence, assurance and certainty in the outcomes, and

— identify opportunities for wider benefit to be delivered within ONS as a result of the FFLR Service.

III.1) Conditions for participation

III.1.2) Economic and financial standing

List and brief description of selection criteria:

Tenderers interested in the Procurement must demonstrate their Economic and Financial Standing, as defined in this ITT and further detailed in the Qualification Criteria. Tenderers will be assessed by the Customer using all of the information requested and available to the Customer. Economic and Financial Standing will be assessed by the Customer using the following information:

— the Dun and Bradstreet (D and B) Failure Score obtained by the Customer from the real time D and B’s Portfolio Manager system. All Parties that comprise the Tenderer and their ultimate Parent Companies should have a D and B Failure Score of more than 40, and

— the Turnover Threshold for the Agreement is 6 000 000 GBP, and is based on the Customer's application of the 2015 Regulations and an assessment of the specific risks present in the delivery of the Service. Any Tenderer that fully meets both of these Economic and Financial Standing criteria will be deemed by the Customer to have sufficient Economic and Financial Standing.

Minimum level(s) of standards required:

The Customer requires that Tenderers obtain:

a) a minimum unweighted score of “1 — Minor Concerns” or higher in response to each of the Technical Award Criteria; and

b) a minimum total weighted score of 50% of the Technical Weight allocated for Technical Award Criteria. If the Technical Proposal does not achieve either of these requirements, the Tenderer may be excluded from further participation in the Procurement. The Customer reserves the right to invite Tenderers to give a presentation on their proposal. Should these be required, further details on presentation dates, times and venue will be provided nearer the time. The presentations will not be subject to evaluation.
